We initiated at least two different coups to try to get the government we wanted in Ukraine. We intentionally sabotaged multiple attempts at negotiation. USA has aggressively pursued this war since 1990, yet has failed to check if our military is still capable of following through. I share your frustration with the Biden Administration's slow pace of logistical escalation. While I think Biden prudently declared at the outset that the US would not fight a war with Russia, when it appeared that Russia could simply roll over Ukrainian resistance and end the war in a month and US public support was tentative, he should have capitalized on the wave of pro-Ukrainian sentiment early on by releasing longer-range weapons and air superiority fighters sooner. The Powell Doctrine, I believe, calls for massively overpowering an opponent from the outset so as to bring the conflict to a close rapidly, with minimal loss of life.
On the Plus side, Biden has been fairly successful working with a divided Congress to keep the flow of arms and financial support flowing. So there's that.
I confess there are times when I itch to see some direct action by America, such as enforcing a "No Fly" zone over Ukraine (including Crimea) or a naval blockade of RU naval forces in the Black Sea, to keep them bottled up in Sevastopol. (I recognize that these ideas are outre' and probably not practical - Thomas will doubtless set me straight on that score).
The Powell Doctrine assumes that the US will only be fighting against goat herders and local militia. And that didn’t even work in Iraq. When we trained Ukrainians in the “NATO combined arms doctrine” we were mostly focused on “how do you spot the insurgent in the crowd” and not “how do you fight a peer enemy when your military has deteriorated to the point that it is a fucking joke?”.
